It is a document which is written in your name and gives you the permission to sell your products legally within the UK and EU. You don't need send any samples of anything you have made for this assessment to anyone.
With this assessment you will be able to create different vibrant coloured Soap, Soap Sponges, Loofah Sponges & Soap on Rope with 15 Fragrance oils & 75 Colours. 
Please note here in UK same as in the EU we aren't allowed to create products which look like food, so please have a look at the FOOD IMITATION LAW.
